The City of Dayton's Human Relations Council is committed to the inclusion and expansion of opportunities for local, minority-owned, woman-owned, and otherwise economically and socially disadvantaged businesses.
The City’s policy is to promote full and equitable opportunities to all. The PEP Program requires the City to certify, identify inclusion opportunities, and establish goals for minority-owned, woman-owned, and small businesses. The HRC leads the CIty’s efforts toward achieving PEP goals through its certification programs and contract compliance process. The HRC currently administers and enforces the following certification programs: Minority Business Enterprise (MBE), Woman Owned Business Enterprise (WBE), Small Business Enterprise (SBE), and Dayton-Local Small Business (DLSB).
Eligibility Verification: Eligibility requires verification of social and economic disadvantage. This is a rebuttable presumption where the burden of proof lies with the applicant.
