In compiling the list, Forbes began with America’s 100 largest Metropolitan Statistical Areas (MSAs) and Metropolitan Divisions (MDs) - cities and their surrounding suburbs, as defined by the Office of Budget and Management–all with populations of 600,000 or more. There were 4 metro areas in Ohio alone that made the list, including Cincinnati (5), Dayton (8), Columbus (10) and Akron (15).

Forbes assessed housing affordability using the latest Housing Opportunity Index from the National Association of Home Builders and Wells Fargo. They also considered the cost of living in Dayton, using an index developed by Sperling's Best Places, which measures the cost of food, gas and other daily expenses. These factors were then weighted using the same methodology that the Bureau of Labor Statistics uses for the Consumer Price Index.
